Most of the Government Departments offer students opportunities for bursaries and Government Learnerships. The development of the youth will assist in stabilizing the economy while aiding in delivering a skilled workforce within the country.

Their learnership programs encourage unemployed, educated students the chance to build on their experience and skills. Most of the internships provided are for a duration of 12 months or longer. They do not usually include accommodation or transport, but will give learners a monthly stipend. Candidates are, however, urged to apply with Government Departments in their Provinces.

The learnership programs provide practical, as well as theoretical experience for successful candidates. These programs are based on the scarce skills shortages within South Africa. With the completion of their learnerships, some candidates may be offered a permanent position, where others will be skilled and experienced enough to enter the workforce, in other sectors of the country.

List of Government Departments Learnerships available for 2021-2022

The following departments may have learnerships available each year:

Department of Arts and Culture Learnerships: The Department of Arts and Culture Programme is responsible for the development and promotion of arts, culture and language.

Department of Basic Education Learnerships: The South Africa Department of Basic Education is committed to providing equal opportunities and practising affirmative action employment. It is our intention to promote representivity (race, gender, disability) in the Department through the filling of this post and a candidate whose transfer/promotion/appointment will promote representivity will receive preference.

Civilian Secretariat for Police Service Learnerships: The Civilian Secretariat for Police (‘the Civilian Secretariat’) serves as technical advisor to the Minister of Police (‘the Minister’) to evince a transversal civilian oversight capability on the governance, service delivery and resourcing of the South African Police Service (‘the Police Service’)

Department of Communications Learnerships: Through the TVET colleges, the Department of Communications are giving young people the opportunity to reskill themselves and receive practical experience for life at work.

Department of Correctional Services LearnershipsThe Department of Correctional Services (DCS) is looking for persons from various communities, interests and with appropriate qualifications to enter into Further Education and Training Certificate in the Corrections Services Learnership.

Department of Defence Learnerships in South AfricaThe Department of Defence is a department of the South African government. It oversees the South African National Defence Force, the armed forces responsible for defending South Africa.

Department of Labour Learnerships in South Africa: The Department of Employment and Labour is the department of the South African government responsible for matters related to employment, including industrial relations, job creation, unemployment insurance and occupational health and safety.

Department of Energy Learnerships in South Africa: The Department of Energy is the department of the South African government responsible for energy policy.

Department of Environmental Affairs LearnershipsAs the sector and the department, we aim to radically transform our approach to environmental protection, while also balancing it with socio- economic development – crucial pillars on which sustainable development rests.

South Africa GCIS Department Learnerships: The purpose of the GCIS website is to: provide its target audience with easily accessible information about the GCIS and its activities and programmes, disseminate government information which falls within the mandate of the department, provide a vehicle for interaction between the GCIS and the public and promote the GCIS and government’s image.

South Africa GPAA LearnershipsThe Government Pensions Administration Agency (GPAA) administers pensions on behalf of its primary clients, the Government Employees Pension Fund (GEPF) and National Treasury.

South Africa DAFF Learnerships: It is responsible for overseeing and supporting South Africa’s agricultural sector, as well as ensuring access to sufficient, safe and nutritious food by the country’s population.

Department of Health Learnerships in South Africa: The Department of Health is the executive department of the South African government that is assigned to health matters.

Department of Higher Education and Training Learnerships: The Department of Higher Education and Training is one of the departments of the South African government. It oversees universities and other post-secondary education in South Africa.

Department of Trade and Industry Learnerships:  is the department of the South African government with responsibility for commercial policy and industrial policy. The dti and its subsidiary agencies are involved in promoting economic development, Black Economic Empowerment, implementing commercial law (including companies law and intellectual property law), promoting and regulating international trade, and consumer protection.

Department of Traditional Affairs Learnerships: is a department of the South African government, responsible for overseeing the traditional leadership of South Africa’s indigenous communities.

Department of Transport Learnerships in South Africa: The Department of Transport is the department of the South African government concerned with transport. Responsibility for transport is constitutionally between the national transport department and the nine provincial transport departments. The national department has exclusive responsibility for national and international airports, national roads, railways and marine transport; the national and provincial departments share responsibility for other airports, public transport, road traffic regulation and vehicle licensing; and the provincial departments have exclusive responsibility for provincial and local roads, traffic and parking.

It has to certify that all food products are safe for consumption and that there is adequate supply for the demand.

Department of Employment and Labour Learnerships: This Government department helps individuals and companies to regulate working conditions and terms. Department of Government Communication and Information System Learnerships: It is a government department in South Africa that is charged primarily with a task to manage the actions and policies regarding government’s public communication. The department is organized under ministerial authority with the president responsible for appointing the GCIS’ CEO.

Department of Government Pensions Administration Agency (GPAA) Learnerships: is a government component that reports to the Minister of Finance and administers funds and schemes on behalf of the Government Employees Pension Fund (GEPF), the largest pension fund in Africa. It thus administers the pension affairs of approximately 1,7 million government employees and pensioners, as well as the affairs of their spouses and dependants.

Department of Planning, Monitoring and Evaluation Learnerships: Coordinate government, planning, monitoring and evaluation to address poverty, unemployment and inequality.

Department of Presidency Learnerships: The Presidency’s key role in the executive management and co-ordination of Government lies in its responsibility to organize governance. In this regard, a key aim is the facilitation of an integrated and co-ordinated approach to governance. This is being achieved through creative, cross-sectoral thinking on policy issues and the enhancement of the alignment of sectoral priorities with the national strategic policy framework and other Government priorities.

Department of Public Enterprises LearnershipsTo create an enabling environment in which SOCs add real economic value by focussing on operational excellence, commercial viability and fiscal prudence. This will drive developmental objectives, industrialisation, job creation and skills development

Department of Public Service and Administration Learnerships: The Department of Public Service and Administration is founded to provide for the society with a service that orients toward efficiency, effectiveness, and full development of the country itself.

Department of Public Works and Infrastructure Learnerships: It is responsible for providing accommodation and property management services to all the other ministries of the South African government. It is also responsible for promoting the national Expanded Public Works Programme and for encouraging the transformation of the construction and property industries in South Africa

Department of Rural Development and Land Reform Learnerships: To initiate, facilitate, coordinate, catalyse and implement an integrated rural development programme

Department of Science and Technology Learnerships:  Department of Science and Technology seeks to boost socio-economic development in South Africa through research and innovation

Department of  Small Business Development Learnerships: Its purpose was to promote and develop small businesses and co-operatives by focusing on both economic incentives and legislation so as to stimulate entrepreneurship in South Africa and transform the lives of economically disadvantaged people

Department of Social Development Learnerships: To transform our society by building conscious and capable citizens through the provision of comprehensive, integrated and sustainable social development services.

South African Police Service (SAPS) Learnerships: The focus of the South African Police Services learnerships is to aid in filling positions that may open in the future, as well as be providing safe and secure assistance for all.

South African Revenue Service (SARS) Learnerships: This Government department aims to always be transparent and client orientated. Their core functions are to collect all duties, taxes, and levies, to enable trade, to safeguard against corruption and illegal import or export of goods, services and more. They also offer advice to the Minister of Finance on matters concerning revenues. The SARS aims to boost economic growth find ways to improve the finances of all citizens and social expansion.

Department of Telecommunications and Postal Services Learnerships: It is responsible for overseeing the South African communications, telecommunications and broadcasting industries.

Department of Women, Youth and Persons with Disabilities Learnerships: the Department of Women, Youth and Persons with Disabilities is to accelerate socio-economic transformation and implementation of the empowerment and participation of women, youth and persons with disabilities through oversight, monitoring, evaluation and influencing policy.

Department of Cooperative Governance Learnerships: Department of Cooperative Governance (DCoG) is a department of the South African government, responsible for the relationship between the national government and the provincial governments and municipalities.

Department of Mineral Resources Learnerships: This department is responsible in maintaining and managing the mineral resources of the country. In managing the mineral resources, the department must be able to increase the efficiency of process and products of the mining. Then, increasing the numbers of investments in mineral and mining sectors also the become the other goals.

Department of National School of Government Learnership: The NSG is mandated to train and develop public servants as a means to realize the national development objectives of the country and thereby support sustainable growth, development and service delivery.

Department of Human Settlements Learnerships: The department has responsibility to manage and provide good housing and settlement for the citizens. It is not only about the building, but it is also about its location and environment, so citizens can live comfortably.

Department of International Relations and Cooperation Learnerships: the careers of international relations and cooperation is about the work for communication, discussion, and diplomacy. Since a country cannot stand by himself, there should be good relationship with other countries. It is not limited to the bilateral or multilateral only

Department of Justice and Constitutional Development Learnerships: The Department of Justice and Constitutional Development is the justice ministry of the South African government. The department provides administrative and financial support to the court system and the judiciary (which are constitutionally independent of the executive), oversees the National Prosecuting Authority, provides legal advice and representation to organs of state, and facilitates law reform.

Department of Government Printing Works (GPW) Learnerships: The Government Printing Works (GPW) is a South African security printing specialist that deals with the printing of passports, visas, birth certificates, smart card identification documents and examination materials, as well as government stationery and publications, such as tender bulletins and government gazettes.

Requirements

Candidates must usually be between the ages of 18 and 35 years of age, depending on the Department they apply to.? Candidates must include a detailed curriculum vitae with contact details, contactable references as well as any information they feel may be pertinent to their application.? Please also include certified copies of all relevant certificates, ID, and proof of address no older than three months.? Candidates must be permanent South African residents and citizens. Candidates are usually only allowed to do one learnership, through one of the Departments. Candidates with disabilities are welcome to apply to all Departments of Government.

Candidates will also require to the following:

  • Matric / Grade 12
  • English – read, write and speak
  • Proficiency in one other National Language
  • All candidates must be Computer literate
  • Candidates must not have a permanent employment
  • Be self-motivated and a team player
  • Flexibility with a commitment to learn, but moreover willingness to work
  • All candidates must be able to work under pressure
  • Candidates must be innovative, professional, honest, ethical and a great listener

Application Process

Learnerships online applications processes are made available during the year, depending on the Department.? Some of these learnership application forms can only be collected at the Departments involved. Most of the Government learnerships will be processed on a Z83 application form. This form must be accompanied by all relevant documentation.

Candidates must ensure that they complete the application form fully and sign it before sending it in. Any forms that are missing information, a signature, a date or documentation, will be disqualified. Any late entries will not be looked at. Qualifications and details will be verified. Successful candidates will be contacted and an interview arranged. If you have not heard anything within 3 weeks to 3 months after closing dates, you can assume your application was unsuccessful. Applications that are faxed or e-mailed will not be considered.

Learnerships by each Department of Government are advertised as they come available yearly.
